- 운수회사 ESG 컨설팅 확대와 UBI 도입을 위한 실증 연구 -
국내 사업용 차량(버스·택시·화물)은 공익성과 전문성이 강한 공공 교통수단의 역할을 담당하고 있다. 그러나 교통사고로 인한 위험도가 일 반 차량에 비하여 매우 높아, 사업용 차량을 관리하는 운수회사와 교통사고 피해를 보상하는 연합회가 큰 부담을 겪고 있다. 따라서 운수회사 가 ESG 경영을 실천하고 재무건전성을 강화 할 수 있는 가장 좋은 방법은 교통안전을 강화하고 사고를 줄이는 것이다. 운수회사․정부․연합회 등 관계기관의 이해관계가 일치하는 방향으로 운수회사 ESG 컨설팅이 확대되고 위험한 운수회사가 높은 보험비용을 부담하는 방향으로 제도 가 개선될 수 있다면, 보험비용 절감을 통해 회사경영의 효율성 제고가 가능할 뿐 아니라 국가 전체 교통사고의 감소로 경제적 손실이 크게 감 소할 것으로 기대된다. 이에 본 연구에서는 운수회사의 컨설팅과 관련된 정책을 확인하고, 공공 빅데이터를 활용하여 사업용 차량의 교통사고 영향요인을 계량적 으로 분석하여 UBI의 도입가능성을 확인한다. 분석결과 운행기록분석시스템에서 측정하는 위험운전행동 데이터의 일관성이 매우 높은 것을 확인하여, 운수회사 컨설팅에 활용 가능함을 확인하였다. 차량 20대 이상을 보유하는 운수회사가 사고 발생률과 위험운전행동 유발율이 높은 것을 확인하여, 고위험 회사에 집중하는 운수회사 컨설팅의 타당성을 확인하였다. 운수회사의 교통사고로 인한 경제적 손실(피해 보상비용)을 종속변수로 하는 패널회귀 분석 결과, 운수회사 컨설팅과 교통사고 영향요인이 종속변수에 유의한 영향을 미치는 것을 확인하였다. 이중차분 법을 활용한 분석결과, 운행기록분석시스템 강화 정책 시행 이후 운수회사 컨설팅은 교통사고를 억제하는데 효과가 있는 것으로 나타났다. 그 러나 운전자 단위의 대상으로 하는 실증실험에서는, 위험운전행동이 교통사고 예측에 유의한 영향을 미치지 못하는 것으로 나타났다. 그럼에 도 신형 운행기록장치를 부착한 운전자들의 위험운전행동 유발율이 상대적으로 낮아, 운행기록분석 활용의 한계와 가능성을 동시에 확인하였다.
A Study on ESG Consulting of Transport Company and Introduction of Usage Based Insurance
In domestic transportation, commercial vehicles play a large role. However, traffic accidents caused by commercial vehicles have high traffic accident rate. As a result, transport companies and insurance companies are experiencing a great burden. Therefore, transport company consulting that supports ESG management of transport company is necessary. This can reduce insurance costs and traffic accidents. In this study, public big data is utilized to quantitatively analyze the causes of commercial vehicle accidents. As a result of the analysis, it was confirmed that the consistency of eTAS(Digital Tachograph Analysis System) data was very high, confirming that it could be used for transport company consulting. It was also confirmed that transport companies with a large number of vehicles have a high accident rate and dangerous driving behavior rate. A panel regression analysis was performed using economic losses due to traffic accidents as the dependent variable and transport company consulting and accident factors as explanatory variables. Dangerous driving behavior and violation of the law has significant positive (+) effect on dependent variable. As a result of difference-in-difference analysis, it was found that the transport company consulting has significant negative (-) effect on dependent variable. In driver analysis, dangerous driving behavior and violation of the law has insignificant effect on dependent variable. However, it was confirmed that drivers equipped with the latest DTG(Digital Tacho Graph) had a lower rate of dangerous driving behavior compared to drivers who did not.
